The Academic Council (AC) is the governing body responsible for the management of the educational and research activities of Burgas State University "Prof. Dr. Assen Zlatarov".

• Determines the educational policy of the university, adopts the mandate programme, and monitors its implementation;
• Approves the annual report on the results of the university’s activities;
• Makes proposals to the Council of Ministers for the establishment, transformation, or closure of faculties, institutes, branches, and colleges within the structure of Burgas State University "Prof. Dr. Assen Zlatarov";
• Determines the fields of study, forms, and degrees under which education is provided and proposes the number of students to be admitted;
• Approves or amends the qualification profiles and curricula for the training of specialists at the different educational levels;
• Determines the research policy of Burgas State University "Prof. Dr. Assen Zlatarov" and resolves key issues related to the organization of research activities;
• Determines the structure and number of members of the General Assembly (GA) and the procedures for electing its members;
• Determines the personnel policy of Burgas State University "Prof. Dr. Assen Zlatarov", approves job descriptions for the academic staff, and adopts regulations for their evaluation;
• Elects deputy rectors upon the Rector’s proposal for the duration of the Rector’s term of office;
• Decides on association with other higher education institutions and research organizations;
• Approves and supervises the overall budget of Burgas State University "Prof. Dr. Assen Zlatarov";
• Each year, within the framework of the university’s overall budget, approves the budgets of the main structural units;
• Decides on the announcement of competitions for regular assistant professors, associate professors, and professors upon proposals from the main units of Burgas State University "Prof. Dr. Assen Zlatarov";
• Approves internal rules and regulations for specific educational, scientific, and other activities of Burgas State University "Prof. Dr. Assen Zlatarov", as well as regulations concerning the structure and activities of university units, colleges, and other regulatory documents;
• Develops and implements a system for assessing and maintaining the quality of education and the academic staff, including surveys of student opinion;
• Approves workload standards for the academic staff;
• Annually proposes to the Minister of Education and Science the amount of application and tuition fees for students and doctoral students;
• Elects the members of the Board of Trustees.
