Functions

The Academic Council (AC) is a governing body for the educational and scientific activities of Burgas State University "Prof. Dr. Asen Zlatarov".

• Determines the educational policy of the university, adopts the term-of-office program, and monitors its implementation.
• Adopts the annual report on the results of the university's activities.
• Makes proposals to the Council of Ministers for the opening, transformation and closure of faculties, institutes, branches and colleges in the structure of Burgas State University "Prof. Dr. Asen Zlatarov";
• Determines the specialties, forms and degrees in which training is conducted and makes a proposal for the number of admitted students;
• Approves or changes the qualification characteristics and curricula for the training of specialists in educational degrees;
• Defines the scientific policy of Burgas State University "Prof. Dr. Asen Zlatarov" and solves major issues of the organization and research activity;
• Determines the structural and numerical composition of the General Assembly (GA) and the organization for the election of its members;
• Determines the personnel policy of Burgas State University "Prof. Dr. Asen Zlatarov", approves the job descriptions of the academic staff, and adopts the Regulations for their evaluation.
• Elects vice-rectors upon the proposal of the rector for the term of office;
• Makes decisions on partnerships with higher education institutions and scientific organizations;
• Adopts and controls the overall budget of Burgas State University "Prof. Dr. Asen Zlatarov".
• Annually, within the framework of the general budget of Burgas State University "Prof. Dr. Asen Zlatarov", approves the budget of the faculties, colleges and departments;
• Decides on the opening of procedures for the appointment of full-time Assistant Professors, Associate Professors, and Professors upon the proposal of the faculties, colleges and departments of Burgas State University "Prof. Dr. Asen Zlatarov";
• Approves internal rules and regulations governing specific educational, scientific and other activities of Burgas State University "Prof. Dr. Asen Zlatarov", as well as the organization and operation of the university's faculties, colleges and departments, and other regulatory documents;
• Develops and implements a system for the evaluation and maintenance of the quality of education and the academic staff of Burgas State University "Prof. Dr. Asen Zlatarov", which also includes surveys of student opinion;
• Approves teaching workload norms for the academic staff;
• Annually proposes to the Minister of Education and Science the rates for application fees and tuition fees for students and PhD students;
• Elects the members of the Board of Trustees.
